CBC Report Cards Made Easy: What Your School Software Must Support
Kenya's CBC has now been fully rolled out through Junior Secondary School (Grade 9). Most Kenyan schools are now operating fully or partially under CBC, yet many are still generating report cards manually or using systems that were never designed for CBC's assessment structure. Here is what your school management system must support to make CBC reporting straightforward.
CBC Assessment Structure: A Quick Recap
Understanding what CBC requires helps explain what the software must do:
- Formative Assessment (FA) — continuous assessment throughout the term, recorded per learning area
- Summative Assessment (SA) — end-of-term tests per learning area
- Overall Performance Level — a combined rating of EE, ME, AE or BE per learning area based on FA and SA weightings
- Teacher Remarks — a personalised comment per student per learning area
- Core Competencies — ratings on cross-cutting competencies like communication, self-efficacy, critical thinking
- Values — ratings on character values like responsibility, respect, integrity
Each of these must be captured, stored, weighted and displayed correctly on the report card. A system that only handles marks and grades cannot do this.
Must-Have Feature 1: Rubric-Based Assessment Entry
Teachers must be able to select EE, ME, AE or BE (not enter numbers) for formative and summative assessments. The system should also support strand-level assessment — recording performance on individual strands within a learning area, which then aggregate to the overall learning area rating.
Must-Have Feature 2: Configurable FA/SA Weighting
The MoE specifies the weighting between formative and summative assessment — typically 30% FA and 70% SA, but this can vary by level and subject. Your system must allow you to configure these weightings and apply them automatically in the report card calculation.
Must-Have Feature 3: MoE-Compliant Report Card Templates
The Ministry of Education has specified what CBC report cards must look like, including the layout, the terminology and the performance descriptors. Your system should have built-in templates that match these requirements — not a generic report that your admin team then has to manually reformat.
Report cards should also be generatable in bulk — producing all 350 report cards in one operation, not one at a time.
Must-Have Feature 4: Teacher Remarks at Scale
CBC requires personalised teacher remarks for each student. For a teacher with 40 students and 8 learning areas, that is potentially 320 individual remarks per term. A good system provides a remark bank — pre-written, editable remarks that teachers can select and customise quickly — as well as free-text entry for fully personalised comments.
Must-Have Feature 5: Parallel 8-4-4 Support
Schools with Senior Secondary (Form 1–4) students still on 8-4-4 need to run both systems simultaneously. Your software must handle this without requiring separate databases or manual workarounds. Classes should be individually assignable to either curriculum framework.
Must-Have Feature 6: Parent Access to CBC Reports
CBC report cards are more information-rich than 8-4-4 reports — and more parents have questions about them. A parent portal that allows parents to view, download and understand their child's CBC report card reduces the volume of phone calls to the school at end of term.
Common Implementation Mistakes
- Setting up learning areas incorrectly at the start of the year and discovering the error at report card time — too late to fix easily
- Not configuring FA/SA weightings before teachers start entering marks
- Forgetting to set up the core competencies and values sections, which are required on the report card
- Not testing the report card output with sample data before the end-of-term rush
